Print at 100%

Actual size, not Fit.

In Adobe Acrobat, "Actual size: Prints without scaling", while Fit resizes each page to the printable area.9

  1. Open the PDF

In a PDF viewer or browser.

  2. Choose Actual size

Or Scale 100%. The PDF already asks for no scaling.

  3. Measure

The card should read 85.60 mm.10 ID card size.

Copy only what you may

The makers, and the law.

Brother: "You may copy an identification card only to the extent permitted under applicable laws."7

US military ID cards are a special case. Federal law makes copying them a crime unless regulations allow it.11 The Defense Department's rules give examples of authorized copies, such as for medical care, check cashing, voting and tax matters.12
